We used it last July and unlike Barry Tanner (below) we had good service, good (hot) food and hot coffee. Our flight was delayed by an hour so we got extremely good value out of it. Maybe Barry's experience was on a night when there were delayed flights, I know it got very busy there the last hour before we eventually boarded and got close to having to play musical chairs.
As far as price goes its like anything in Bali you need to barter, as the original asking price at the door was 200,000Rp a head which we negotiated down to 100,000Rp each (there were 12 of us). If there are only a couple of you I would suggest waiting at the top of the stairs and forming a group with others and all go down together (better bargaining power that way).
As far as hours are concerned, I asked at the door and was told "so long as there are flights leaving".
