The VOA is $25 and must be in US currency. I think the departure tax is 100,000RP, definately paid in local currency.
In terms of hanging around the airport, the arrivals area is not too good. Would be better to walk over to the Domestic terminal, which has a few places to eat and get a drink.
Best idea would be for her to get a taxi to the hotel.
