If hiring a scooter or bike in Bali please ensure you have a valid licence in your country of residence and a internatonal licence. Make sure your travel insurance covers you for riding a motor bike. Most have a limit of 200cc.
If you 'buy' one in Bali you will probably find that you are not covered by travel insurance. The cost of repatriation is upwards of $25,000.
