copy and paste the part from the site that states Australians can purchase the VOA before they enter Indonesia?
I can see on the main consular page ..
+The countries who are eligible for the VOA (Australia is listed), +The ports of entry where VOA is payable on arrival in Indonesia,
+ The cost of the VOA (and for how long)
+ The statement that countries not on the list must apply before entering Indonesia
+ The VOA cannot be extended after 30 days etc.
There is nothing on the form about VOA and the form is used for visas other than the VOA? (and which cost more than the VOA)

5. Visa On Arrival (VOA)
Issued before clearing Customs checkpoint upon arrival in Indonesia. There is no need to apply for this visa through the Indonesian Consulate General
