It is simple. If you go to the pool and there is a towel on a lounger and it has obviously been put there by someone who is not present, just take it off and put it on the ground behind the lounger or give it back to the pool staff. A towel on a seat does not mean the person who put it there owns the lounger. Loungers are for using, not for pool decoration. You paid a room rate to stay at the hotel and enjoy the facilities just as much as they did, and you are the one at the pool right now.

If the 'offender' comes along later and makes a fuss just smile sweetly and tell them you found the lounger vacant. If they rant (and you are feeling brave) you could maybe suggest that it is not good to let their blood pressure get so high on holiday and perhaps they should take a dip in the pool to cool off! Speak softly and smile and keep your butt on that lounger. If they rant and swear -and you continue to stay calm - they just end up looking childish, and petty and selfish.
