I suggest you ring Garuda direct and get the information from them as this has changed several times within the last year. At one stage they were charging for surfboards and then the latest I heard was that it was included in your check in luggage allowance. From memory there are restrictions on board length as well.
I would not take this information you have received as gospel unless you got it direct from the airline themselves.
