Depends on what you want.
Besakih and Vila Shanti are both beachfront. Vila Shanti is a little more south (maybe 2 hotels south).
I have stayed at Vila Shanti (4 times) and Bumi Ayu (once).
More older Aussies at Bumi Ayu, more Europeans at Vila Shanti.
The rooms are similar at each, maybe VS a little larger. Pool is larger at BumiAyu. Both have good gardens. Restaurant at VS is on the beachfront, so glorious. Breakfasts at VS were fine when we stayed last June, most requests included in the tarrif. We didnt have breakfast included at BumiAyu, but restaurant didnt then have much of a view at all.
Cant help with comparison for Besakih although I do recall mentions that the rooms were in need of renovations, which of course may have been completed.
