There's good banks all along that strip. In front of the Jayakarta, in front of the MBR/Niksoma and Padma St and north in front of the Oberoi. Down south surf at Half Ways (between Legian and Kuta) though it gets really crowded.
Then you've got Canggu (1/2 hr's drive north and to have the driver wait as well would cost all up probably around 150 - 200 000rp) and Kuta reef (walk down and a boat out there will cost 25 - 30 000rp).
