Because vendors know that tourists are told to start half way, many are now raising their starting price. So that is no longer relevant. Some vendors actually give you a very good starting price. Sometimes I haven't even bargained as the price was fair.
If you do a search on this site for "prices" you will find some price guides. Things are generally cheaper than you think. Work out what will be an acceptable price for you and stick with that. People often get carried away without thinking what they are paying, only to realise that the item was dearer than they wanted to pay.
Most stall type shops will bargain. If you are not sure just say "can I bargain?". They will tell you. Even if you ask for a price and just look they will tell you you can bargain. Apart from the big department stores there are not a lot of fixed price places, although they are increasing. They are a few stalls which are now fixed price eg Bali shop, Keturts (in Jl Sahadewa in Legian). Tootsies in Sanur, Diannes in Tuban.
Restaurants are fixed.
