We have stayed at both hotels, and like them both for different reasons.
Stayed at BGH a couple of years ago and going back in June and staying there again. It's a larger hotel than the Puri Raja. It's had renovations and I believe there is now 3 pools, was only 1 pool with a great swim up bar. The rooms I found to be large, and clean and the staff friendly.
The Puri Raja in comparison is smaller and quieter and because of this you got to know the other guests and staff much better. The rooms slightly smaller but have everything that the BGH has.
As far as location goes .. BGH has the location location location being only a small walk to everywhere. Whereas Puri Raja is a little remote in comparison, although only a 5-10 minute walk to Garlic Lane etc.
