I had a room booked the same way with holding the credit card details when the second bomb happenen in Kuta. I emailed Tegal Sari and told them I wanted to cancel due to the bomb and I that was bringing my daughter, and they cancelled the booking and didn't charge me anything for this. They said that they understood and hoped to see me again when things settled down, and they did!
They are very reliable in my opinion and I trust them.
