I too was amazed by the huge changes to Bali between 1981-2003. we stayed in sanur again last year and as a fellow shopaholic I can strongly recommend Ibisa which is located along the main drag near the bonsai cafe end of the road. Great womens clothes and while some are very expensive by balinese standards they are still cheap by singapore or Oz prices. exquisite cotton voiles and cotton/linen combos but in very practical urban wear- not the kind of beach/holiday styles that tend to dominate. Better still they are in western sizes - S to Large. I'm a size 8 and found the Small ideal. apart from some pricey woven fashions you can get beautifully styled knit tops for around R100,000.
Down the other end past the Hyatt is a much cheaper shop that sells a lovely range of black and white clothes. In between are a couple of polo shops selling for around a quarter of the prices you pay in Oz and the stylish (but pricey) Mama and Leon. There's also Animale but I found their latest range is nowhere near as good as the clothes I bought 3 years before.
Bali still has a long way to go as far as shoes though. I haven't found a store yet that comes close to KL's Vincci in the Bintang Plaza.
I'm going back to sanur and seminyak in July and will be interested in any feedback
