It appears from past reports that there are no safe money changers in Bali. It would seem as if you must be able to hand your money over, watch what's going on, count your Rp before leaving thus knowing that you have correct money - and all this whilst checking for counter assistants with three hands and holes in the counter etc etc.
As far as ATMs go, several seemingly knowledgable travellers stated that blue ATMs where the safest and best. Please don't be conned (coned would be ok though), as I have just found out that red is the colour of 2008.
