I have previously purchased sim cards on arrival at the Bintang supermarket on Legian St and they charge approx 100,000. rp and that gives you 10,000 credit but after friends went a couple of months ago they found that if you go to one of the local shops they charge approx 12,000 for the card and you get 10,000 credit. I have found that most of the cards are similar this time I used merpati and if you put in a code before dialing Oz you only pay approx 5 to 10,000 to ring OZ also text messages are really cheap. Also when you purchase the card they will put it in your phone and set it up for you.
