It can be quite a painful experience and your teeth are sensitive for a while afterward. You are also restricted with what you eat and drink to prevent staining.
I had it done in Thailand and it looks great, though my teeth were pretty good anyway. As clovis says, there is no guarantee and the dentist should be upfront with you. I think 9 times whiter is a little ambitious.
