Apart from the cabin crew (not including Flight deck) who do you think might actually be in charge??? As for a passenger possibly not understanding, our experience with Garuda has been that at least some staff members on board are Indonesian... even if there is still a language problem, simply walk up and signal by hand, but to say it is not Garuda staff at fault, you are incorrect.
