I used to be a taxi driver in Perth for 10 years and found that the cab drivers who hung out at the airport in a queue for hours in the hope of a long fare are the typical lazy cabbies. Hard working ones after seeing a long queue head out and find work else where.
If a cab driver is on any rank waiting for a walk up passenger they can not refuse to take you, so if they do just ask them for their ID number and report them.
