you can withdraw money from any australian card as long as it has Maestro or Cirrus logo on your card. The bank (westpac) will charge you a fee for every withdraw (anz is $5, not sure about westpac) and for every balance check.

As for using it in shops as an eft card - I dont think so, only credit will work.
