It is not only the meter that determines how good the taxi driver is. Some will take you on around the block or the long way round if they think that you don't know your way around. They are also well aware how busy JL Legian is. If it is busy it will add quite a bit to the fare. After about 8pm it is usually quicker & cheaper, if travelling south, to go via Jl Raya Kuta.The real good ones will take a short cut through the Bali Galleria carpark (avoiding the traffic lights) & they always get a big tip for their honesty & endeavour. I have had too many bad experiences with other than Bluebird taxis to consider the others.
