I don't think you can do skeet shooting anywhere in Bali but I could be wrong.
There is a pistol and rifle range at the Melia Bali Hotel in Nusa Dua which you can do for a price, I think it is free if you are staying there.
They also have an archery range.
Unless someone else knows something else about shooting in Bali, this may be the only option.
