Not quite true about staying in terminal with all other "international" flights,it would depend on whether your ongoing flight had any baggage transfer arrangements with your inbound airline or not.I arrived at singapore a couple of years ago with qantas and stayed in the airport for 3-4 hours before departing to bali on jetstar because my luggage was transfered but i have also arrived with an ongoing flight with air asia (who dont have any baggage transfer arrangements just like tiger) and had to collect luggage and go through immigration and then re-check in after sitting in the landside of the departure lounge for a couple of hours.
