mobile phone help

hi please help i have never taken a mobile phone to bali before.i have been to telstra to find out what kind of phone i need UNLOCKED.well i am going to purchase one NOW what do i do when i get to bali WHERE do i buy a sim card and how do i activate it.staying bgh.
i have a old phone which never gets turned on only for emergencies too old to take.
telstra 50-80 to unlock optus 80 to unlock.
i am looking on ebay anyone brought one from there they are already unlocked.
