Whilst I don't want to get into the "safe or not safe" debate I would like to answer the question that is being asked regarding travel insurance refunds/date changes. NO, you will not get a refund for just changing your mind. The dfat site is there for travellers to check any destination they may wish to travel to and we should all visit it and make an informed decision before doing so.
The warning on the dfat site has NOT changed and everyone that has booked in the past few years have booked with full knowledge of the current warning which follows in part....
"This advice has been reviewed and reissued. It contains new information under the Summary and Safety and Security: Terrorism (terrorist attacks could take place at any time and could be imminent). The overall level of the advice has not changed.
Summary
* We advise you to reconsider your need to travel to Indonesia, including Bali, at this time due to the very high threat of terrorist attack. We continue to receive reports indicating that terrorists are planning attacks against Western interests against a range of targets, including places frequented by foreigners. If you are in Indonesia, including Bali, and are concerned for your safety you should consider departing. If you do decide to travel to Indonesia, including Bali, you should exercise extreme caution.
