Most of Ramadahan is fine to visit. Just forget about Idul Fitri and the week after (Lebaran). The sheer number of visitors from other islands, and the volume of traffic makes it a nightmare to get anywhere around the tourist areas.
Or get out of the tourist areas and enjoy some local culture, plenty of good places to visit away from Kuta!
