First timer advice needed

I remember reading that there is a week or two when you shouldn't go to Bali (a religious event?) does anyone know when it is? Also how wet is it in October? Where is the best place to snorkel? What are the must does when you are there. I'm coming from Vancouver Canada and might never make it back. I'm looking at between 12 and 17 days.
