Even in low season my understanding is that it has to be a package, we have used Garuda many times and have always received a childrens fare when doing a package with Garuda, usually 2 nights at the beginning and a few at the end, we stay 4 weeks. However the other year we booked airfares only and had to pay adult for the kids. Also it is 16 and under, our just turned 16 year old at the time was also eligable for a childs fare.
