I was in Kuta Nov 2004 and you couldn't move. I didn't know then about Idul Fitri (excuse spelling). At the end of Ramadan , Java closes down for a week and everyone heads to Bali, Mum, Dad, kids, Grandma etc and the 4WD. The drive from the airport to Kuta Square almost an hour. Most people gave up using taxis to get to and from Legian as it was quicker to walk. Just my observation. I don't know what the rest of the island is like then though.
