your local Rotary club & see if they are already doing any work in Bali or are interested in coordinating the project.
Noel Allen from this forum is actively involved with Rotary in Western Australia & they help out a great many people in Bali.
It is highly likely that one of your Father's collegues are already members of Rotary or know someone who is.
Sympathies at the loss of your Father.Your idea sound like a lovely tribute to him.
