Help me with forum connection

Can someone tell me why when I open the forum on one computer the maintenance in progress page comes up with the time ticking over. I know this is not true because I am now logged in on another computer. Regardless of what I do eg refresh, link from google or another site the maintenance page opens and I can't get rid of it and open the Forum. Help please.
