Well I cant help you with Sydney but renewing it in Indonesia itself costs about 500,000 thousand (did it a couple of months ago and that "included the agents fee also").... so if you convert it to Aussie dollars it might not be much different... I'd think 40 dollars is cheap... compared to prices for an Australian passport :)
