I think that time of year is holiday time for Europeans, so the hotel prices do seem to go up a bit at that time of year. I was there in August/September 2005 and didn't notice any huge numbers of people though. Things were just starting to pick up again at that time though, so the numbers were up on the two years before.
To be honest, I don't know that it'll make much difference for a while, what time of year you go to Bali. It'll take a while longer to pick up to where it was pre the last bombings.
