NEW AIRPORT GUIDELINES UNDERLINE COMMUNITY CONSULTATION
Deputy Prime Minister and Minister for Transport and Regional Services, Mark Vaile, today announced the release of new Airport Development Consultation Guidelines which will be an integral part of future developments at Australia's 22 leased federal airports.
"Communities have an expectation that they will be consulted effectively about these intensely local issues. These guidelines will highlight to all parties the importance of consultation between airport lessee companies, and the relevant stakeholders, on all land use, planning and developments at leased federal airports," Mr Vaile said.
"The Australian Government will retain control over the arrangements for airport planning, but the Guidelines will ensure all parties are engaged in the consultation process. They make it clear the expectation that State, Territory and local Governments in the area of development will be included in the planning process from the early stages of any project."
The release of the Guidelines coincides with the recent introduction of the Airports Amendment Bill 2006 into the Australian Parliament's House of Representatives.
"The proposed amendments are a balance of strengthening regulatory powers on airport development decisions and reducing regulatory burden on airports and airport businesses," Mr Vaile said.
The Government has also announced its intention to refer the Bill to the Senate Standing Committee on Rural and Regional Affairs and Transport for consideration.
"The Committee's scrutiny will help ensure this legislation achieves the best outcome for airport operators and the stakeholders affected by airport development planning processes.
The new Consultation Guidelines fulfil undertakings by the former Minister for Transport and Regional Services, Warren Truss, given in November last year, at which time he said that there was room for improvement in the consultation process by the airports and the local planning authorities. The Guidelines also build on discussions between members of the Australian Transport Council and the Council of Australian Governments.
"I thank representatives of state and local governments, and airport lessee companies, who contributed to the development of these Guidelines, for their involvement and assistance," Mr Vaile said.
Mr Vaile also highlighted the contribution of airport lessee companies to upgrading aeronautical infrastructure and facilities.
"Whilst development of non-aeronautical uses is providing additional capacity to undertake important capital improvements, the primary purpose of all leased federal airports remains catering for the aviation industry - for airport use," Mr Vaile said.
