The Visa On Arrival (VOA) process involves a long queue. You can pay in pounds. Immigration will give you change in rupiah. In my experience the exchange rate used is fair. With the rupiah you can pay for the taxi to your hotel. For example, the cost of a taxi from the Airport to Legian is 50,000 Rupiah.

Do not fuss over the queues involved in the VOA process. Remember, even after you collect the VOA, your baggage will not have reached the baggage carousel.

When leaving Bali, you will have to pay 100,000 Rupiah to Immigration. First you will need to check in at the Airline counter on the ground floor. Second, go to Departures on the first floor. There you will have to pay the 100,000 Rupiah to Immigration before you can enter the departure lounge.
