you are exempt from a fine. If they send you a fine, you normally only need to call them and say that you were out of the country at the time.
It is strange that you are unable to get the postal votes earlier - perhaps you could double check that?
Anyway, it's relatively painless to have your votes cast at the Consulate-General - I was working on election day there for two elections! You are normally in and out quite quickly.
