Unless things are very different in the USA, it's not the machine that adds the fee to your withdrawal. We have the same thing here when using another bank's ATM. It's actually your bank that sets the fee that you are charged when using a non-affiliated ATM (to cover the fee that they are charged by the other bank). It will be listed in the fee schedule associated with the type of account you have.
In these instances where we're talking about no fees, either the bank in Bali charges no fees (not likely) or our banks are absorbing these fees and not passing them on to us. You need to check with your bank to see what fees, if any, you will be charged.
As an example, with my account I get charged $2.00 if I use an ATM that isn't associated with my bank, but I don't get charged any fees at all for using ATMs outside of my country. Each bank has different sets of fees, and only your bank can charge fees to your account. Other banks can only charge your bank (not you directly) for letting you use their ATMs.
