They might want to try Suriwathi Beach Hotel on Jalan Sahadewa (Garlic Lane) at Legian. It has all their requirements and is pretty cheap for longer stays like 3 weeks. If they use the twin share option, they will probably get around Rp 50,000 per night per person with a continental breakfast.
