I've been with Medibank Private since I turned 18 and had to leave my parents cover, but only ever had the First Choice extras. A couple of years ago I had to upgrade to include private hospital (to get lifetime cover), but I still only have the bottom level of cover as I never need to claim anything except dental check ups. I am starting to think though, that I might need to wear glasses for reading.
I'm guessing it's just an old carry over from the previous top shelf (Blue Ribbon) cover that you have. Although it may also be one of your state's bonuses (like the Bali claims for WA residents). My parents always had the top level of cover when we were kids and they never got a totally free pair - we're in NSW.
