I have been going to Bali for many years now and have never been duped by a money changer in Ubud! So really you can use any one that is the best rate! The rates are very similar to Kuta and there are some differences between changers. There are none that I remember who charge a commission. The air conditioned travel agency offices offer a lower rate but we just use the ones on Monkey Forest road that are located in shops. I always ask if they have small (or big) rupiah notes before I give them mine as that could be the only problem.
