perhaps you could go to your post office and electronic transfer money to him via Western Union, money is there within 5 mins. Post Office will explain finer details.
I use this service to pay for stock (aust/bali transaction)
He might be able to 'barter' the security key price lower.
I have had to do this myself once before and ended only having to pay about $60 aus.
