We were in Bali for Nyepi last year. The shops seem to start closing down 1 day before. Tourists aren't allowed out of their hotel at all on Nyepi but around pool etc fine but must keep quite. Also they try to keep all light from hotel from reaching the street at night. The day after Nyepi seems to be a public holiday for the Balinese.
On the night before Nyepi make sure you go for a long walk to look at all the kids and their oogh oogh. These are fantastic. Just make sure back in hotel by Midnight.
