You may have noticed that we like to "lay the boot in" to a company/organisation occasionally but often it's tongue in cheek. I am sure many people will not use the service again just as many won't use 3 star places but many will and will also continue to "niggle" about certain aspects of the services. Some people are very defensive when negative or perhaps improvement suggestions are made I believe evaluations that are PIP's are fair - Praise Improvement Praise.
