Weddings in Bali

I know this has been asked heaps but just doing a check. My sister has announced she is getting married in Bali in September. She wants to organise it herself. Is she able to do this and what about legal requirements.
Is it possible to organise without going to Bali (without using an organisation) or is it easier to go to Bali to organise. Would love some feedback from the many of you that have been amrried in Bali.
