Orchid seedlings in sterile flask are allowed in to Australia without problem. An individual may take 6 flasks (each usually has 20-30 seedlings) in without paperwork of any kind They must be declared to AQIS and will be inspected at exit and then you take home. Over 6 flasks needs permit and will be inspected at AQIS Centre and collect next day - a pain.
