You are not allowed out of your hotel at all on nyeppi day,and if you were there would be absolutely nothing to see as all balinese are inside their own compounds with out any lights on in the darkness and no work or activities done.Any parades ie the ogoh ogoh parades take place before nyeppi day actually starts.
