The indo national is at the top end of Padma st, dont know if they will be open that late(they are usually closed by 9/10 pm but they do have an email addres(I will see if I can find it and post it here) but at the bottom end of Padma st(near the Padma hotel)Posers bar is a good night out and will most certainly be open for new year, so call in and see Peter the German owner(he is there from 9pm nightly) and enjoy.....
