I too was told by my local Travelscene agent there would be a $22 per person bookin fee. This seemed a lot when the special at Suriwathi was only $50 per person. So I rang another Travelscene, they did not charge booking fees so I booked with them. I just gave them my credit card details over the phone and they mailed me the documents. I was told the special was only for the standard rooms at Suriwathi when I made my booking.
