All Indonesian citizens must pay 1 million rupiah to depart the country. They do not pay the 100,000 departure tax as well. Indonesians who permanently live outside of Indonesia can get a stamp in their passport so they don't have to pay it from the embassy where they live (so they pay it the first time out) - but for a Balinese coming to Australia on a tourist visa they must pay it.
