Jl Kartika Plaza at Centro is a one way street, going towards Kuta. Stayed in a hotel near Centro in September for 2 weeks - walked to Kuta at least twice a day and cabbed it back. The trip back was not down Jl Kartika cos it's one way the other way - some cab drivers were quite creative in the routes they chose to take LOL, like cabbies anywhere.
But Jl Kartika definitely (in September) was one way from Centro to Kuta Square. Must say that it seems like every few months the street directions are changed - it's a pain self-driving and relying on how it was 6 months earlier.
