not really sure about Tuban but there are quite a few in Legian. Try Rama Gardens on Jalan Padma or Suriwathi Hotel on Jalan Sahadewa. Both meet your requirements from about Rp 250000 - 350000 for a double room with continental breakfast. Walking distance to everything. E-mail me for further details.
