My daughter uses a wheelchair in Bali and we find the footpaths are the worst. They are really quite high. We found it best pushing her along on the road even though this can be quite tricky with the traffic. The security/traffic police are fantastic with stopping the traffic for you to cross the road and assisting you getting up and down from the road to the footpath. If you are in a motorised chair I believe it would be even harder.
